City of Powell River council issues apartment approvals

Councillors voted unanimously for two permits for complex at Franklin and Alberta Avenues

NEW FACILITY: Progress is being made in the development of a 40-unit apartment complex between Alberta and Franklin Avenues, with a development variance permit and development permit having been approved by City of Powell River Council.

City of Powell River Council has voted to provide a development variance permit to Crowne Pacific Development Corporation for its apartment development between Alberta and Franklin Avenues.

The development variance permit will allow parking spaces to be located within the front setback on the building complex.

Councillors also voted that a development permit be issued subject to approval of a final landscape plan and receipt of the associated landscape security deposit to the satisfaction of director of planning services Jason Gow.

At the June 20 city council meeting, Gow said the development variance permit had gone through the required notice period and the city did not hear any comments back. He said the variance was for seven parking stalls to be located in the front setback.

“Overall, it is a relatively minor variance, considering the larger development,” said Gow.

Councillor George Doubt said the city was changing some of the processes it undertakes with zoning and development permits. He said he knows the city gave public notice that the city intended to issue the permits. He said he had read the notice in the newspaper.

“My question is, is there any opportunity for the public to make any comments before we finally adopt?” asked Doubt.

Gow said in the case of the development variance permit, there is an opportunity for members of the public that have a concern to write in.

“As I said earlier, there has been no correspondence received to date,” said Gow.

Councillors carried the development variance permit and development permit unanimously.

According to a staff report, Crowne Pacific has engaged the city on a comprehensive development proposal for a vacant building lot with frontage on both Alberta and Franklin Avenues, north of Glacier Street and south of Field Street.

“If they are successful in achieving these most recent development approvals, they will be able to proceed to building permit application to construct a 40-unit apartment complex,” the staff report stated.
