Residents of the Pine Tree neighbourhood in qathet Regional District Electoral Area C have petitioned the regional district to establish a low-density residential neighbourhood zoning bylaw.
At the regional district’s planning committee meeting on February 11, the committee recommended that the regional board accept the petition from residents of the parcels in the geographic area bounded by Highway 101 to the north, the ocean to the south and between Twin Eagles Road to the east and the eastern boundary of lot 9573 Random Road, and that staff be directed to report back to the planning committee on the zoning bylaw process.
According to a staff report, in order for the petition to be certified as sufficient and valid, it must be signed by owners of at least 50 per cent of the parcels liable to be charged for the proposed service, and the persons signing must be owners of parcels that represent 50 per cent of the net taxable value of all land and improvements within the proposed service area.
A total of 38 properties would be affected by the zoning bylaw designation. Of the 38 properties petitioned, eight did not sign. The property valuation was considerably more than 50 per cent so the petition was deemed sufficient by regional district staff.
A copy of the petition was not attached to the planning committee agenda.
Electoral Area B director Mark Gisborne asked if he could get a copy of the petition. Corporate officer Michelle Jones indicated the petition was not attached to an open agenda because it contains information not appropriate for wide distribution.
Chief administrative officer Al Radke recommended that Gisborne view the petition in person.
