Endorses revenue anticipation borrowing bylaw; Declines feral cats request; Adopts summer jobs grant application

Bylaw endorsed
At the November 27 board meeting, qathet Regional District (qRD) directors endorsed the revenue anticipation borrowing bylaw to provide $1,750,000 of revenue anticipation borrowing for the 2025 fiscal year. According to a staff report, the qRD budget year runs from January 1 to December 31, but the regional district does not receive its current year requisition until August 1.

To ensure sufficient funds are available to finance its operations, each year, the board must pass a revenue anticipation bylaw, and the borrowed funds, if required, are repaid when the annual requisition is received.

Grants funded
In its fall grants-in-aid program, the regional board respectfully declined a request from the Wild Ocean Whale Society for managing feral cats in the qathet region.

The board did approve $850 for Powell River Skating Club’s annual skating showcase, $2,286 for Texada Health Services Society for the cancer patient financial assistance and showcase program, $1,000 for Lasqueti Island Food Bank for general operating costs and $3,576 for Lasqueti Internet Access Society for operating costs and enhancement.

Wage application
An application to Employment and Social Development Canada for a Canada summer jobs 2025 grant for up to $14,070 to subsidize summer worker’s wages has been adopted. Any costs not covered by the grant will be funded through the regional parks and cemetery services.

Approves advertising
The regional board will direct staff to advertise for members-at-large for the agricultural advisory committee.
