The Energy Conservation Assistance Program (ECAP), in partnership with BC Hydro Power Smart and FortisBC, provides qualified lower-income BC Hydro and FortisBC residential account holders with assistance.

“The Energy Conservation Assistance Program is free and offered to low-income customers to help lower their energy bills and make their homes more energy efficient,” said Patrick Mathot, residential marketing manager, Power Smart, BC Hydro. “As part of the program, an evaluator will review how your home uses energy to determine what products your home is eligible to receive. Rather than just offering an incentive to purchase efficient products, we take care of the whole cost of everything, including installation, and it’s all free to eligible customers so there are no costs for those customers to bear. This program helps to make energy efficiency accessible to everyone. It helps customers save money in the long run.”

In Powell River, 131 homes have already participated in the program.

The program provides, free of charge, the following: personalized home energy evaluation; installation of energy saving products by a qualified contractor; and personalized energy efficiency advice to help residents create a more comfortable home for their family.

This program provides both renters and homeowners with the installation of energy saving products that may include: ENERGY STAR® refrigerator; insulation for attics, walls and crawlspaces; energy saving light bulbs; faucet aerators for the kitchen and bathroom; water-saving shower head; water heater pipe wrap and water blanket; and products to stop drafts, such as weatherstripping, caulking and outlet gaskets.

The installation of some products may require multiple visits. Homeowners, renters, housing providers and aboriginal communities are all eligible for ECAP.
