City of Powell River Council passed three bylaws relating to sewer fees and rates. At a meeting on October 19, council unanimously passed the three bylaws without discussion.
The first bylaw establishes a frontage tax and charges for a sewer collector system. The frontage tax is calculated on city lot frontage, based on a minimum of 60 feet and a maximum of 120 feet. In 2024, the fee per foot of frontage will be $2.55, in 2025, $260, in 2026, $2.65 and in 2027, $2.71 per foot.
The bylaw states that funds raised through this bylaw will only be used for payment of interest and principal of the debt created for the sewer collection system in the sewer area. It can also be used for payment of the cost of operating and maintaining the sewer collection system, and the repayment of funds advanced by the city from the general reserve fund.
Sewer connection fees range from $2,500 for a 100-millimetre services to a minimum cost of $4,000 for 200 millimetre or larger.
The second bylaw establishes frontage tax rates for the repayment of construction costs and operation costs of the city sewage treatment and disposal system.
Frontage rates for this tax are $ $2.97 per foot in 2024, $3.03 in 2025, $3.09 in 2026 and $3.15 per foot in 2027. Similar to the previous bylaw, minimum frontage is 60 feet and maximum is 120 feet.
The funds can only be paid out for payment of interest and principal for the debt created for sewage treatment and disposal purposes in the sewer area; payment of cost of operating and maintaining the sewage treatment and disposal facilities; repayment of any funds advanced by the city from general reserve; payment of the construction of, or extension to, the sewage treatment and disposal facilities.
The third bylaw is for the imposition of a fee for the use of the city sanitary sewer system.
For a single-family dwelling, the fee in 2024 will be $158, rising to $161 in 2025, $164 in 2026 and $167 in 2027.
